Fletcher, judge, United States Court of Appeals for the Ninth Circuit. His lecture, “Our Broken Death Penalty,” will take place on Tuesday, October 15, 2013 at 6:00 p.m. in Vanderbilt Hall, located at 40 Washington Square South.
The American death penalty system is broken. It is largely ineffective in deterring the violent crimes it purports to punish. It is not, and almost certainly cannot be, applied consistently and fairly. And it has been made worse rather than better by the federal Antiterrorism and Effective Death Penalty Act.
